The upper class families fall into a higher tax bracket. They pay for most of the taxes and therefore are responsible that the money for benefits are there. The upper class families get taxed up to 40% of their taxable income. This in turn pays Since they make the most of the money, the cost of the abuse of the welfare benefits doesn't affect them as much as it does the middle class.
